Baidu Cloud's servers are located in China. Public network bandwidth from overseas to China is limited, and multiple people share the same line, resulting in extremely low speeds for each individual. This line is not optimized for large file transfers, and given that international bandwidth is expensive, the ISP won't proactively improve it; simply waiting won't improve the speed.
